EDIT:
okay so you launch the game, while it's loading you select at the very bottom of the screen "storymode" then you load up. After you load into the game, you hit ESC, followed by play gta online. After all of this, you then click on friends list. After that find your friend or add them if you have none and already have someone to play with. Then click on that person and you will see another menu now yet again saying "send game invite". Then the person can connect over to you and you can begin playing.
What a mess that was. That should of been on the main menu with host game, invite friends, sort through steam friends list and be done with it. Exhausting, but thanks for pointing me into the correct direction.
*Keep in mind, after in game tutorial all your missions are unlocked however, not for GTA ONLINE. You will need to make a character and at the load screen hit ESC quickly and take the tutorial. Then work on getting to level 5 and doing what missions you can. Only then can you do co-op with friends having missions finally unlocked. Your friends will have to do the same thing. If they don't you can all still meet up but there won't be any jobs available for them. Really it will require 2 tutorials to be completed. The game is listed for multiplayer and single player only. They knew their co-op was weird but it is possible. Plenty of people on console did co-op too. :)
