I have exactly the same problem. My CPU FX 8370 E normally never exceeds 50 ° C in any game, but with GTAV the temperatures rise up to 70 ° C with a 100% usage, this is not normal at all, there really is a problem.

That will definitly safe you a few degrees. If it's not enough I'd invest in more cooling.
I got the same CPU and mine sticks around 60 °C max in GTA 5. I also undervolted my cpu a little but you shouldn't bother doing that if you aren't experienced with the bios.
You can get these monster chips under control easily if you know what you're doing...
You've probably never play games up until now that uses multi-core CPU's effectively. I get very high CPU load and can hear the fans ramp up in GTA V - This also happens in Titanfall. It's game dependent. You can run processor stress tools too, like Prime95 - You'll see your FX processor hit high temps and load with that too. Again, this is perfectly normal.
The temp in the 2nd post of 70C is not so good - The chips recommended thermal cap is 62C, and after that it will clock throttle. I highly recommend you get a better CPU cooler or check your case airflow if it's that hot. The AMD provided CPU cooler and fan is junk, and I never recommend their use. Your not damaging your processor at all, but it may run a little slower to stay within upper temperature limits.

If you're experiencing heat issues try dusting your components with compressed air. If this doesn't solve your problem then you will need to invest in a new CPU cooler.

Just disable the turbo mode in bios instead of changing graphic settings.
Obviously your chip will get less load if you're limiting your FPS ;-;
I doubt you even know how bios looks so if you wanna actually learn something about pc's and properly manage your hardware do what I say.
Their power use, thermal limits and throttling behaviour is identical acorss all versions. The AMD stock cooler is bad, and if your overclocking the processor on it you are just making the heat problem worse. The more clock speed and load, the more voltage the processor needs. This extra power expels itself as heat.
Do some research on AMD's processor design and how TDP is calculated and why it is important. I'm not talking nonsense here, smh.
