If not, maybe you aren't using a Direct X11 Graphics card.
If that is the case, maybe a DirectX 9 card doesn't support all those options?

Do you have intergrated graphics kicking in inseatd of your dedicated GFX card?
Check your PC Bios and make sure standby rendering or intergrated GPU isn't set to come on and only the PCIe graphics card is primary.
If it still doesn't show up, contact Rockstar support, because if all of the above is true and you still aren't seeing them, then it is something on YOUR END because everyone else is getting these options.
