Okay so below was my original problem. I have since learned of a fix that worked for me. Hopefully it'll work for anyone else having the same problem. The way to fix the too many failed login attempts is to, first, Log out of the Social Club website. Then, sign back into the Social Club website. After that, wait a few moments, and then try signing in using the GTA V launcher. Assuming you dont mess up your password again, this should hopefully work as it did for me.

So, this is the first Rockstar game (on PC) that I have ever played, because of this, I have only just now, or more like 15 minutes ago at this rate, created a rockstar Social Club account.

I launched the game, and as I discovered, I need to make an account in order to play, okay. That is no problem. But then I discovered that my go-to password wasnt good enough for Rockstar. I know I know, you shouldnt use the same password for multiple things, but I was excited for GTAV and I wanted to play it sooner rather than later. I figured I would change my password after I played for an hour or so. But as I said, I was surprised to find that password was invalid. So I came up with a longer, more complex password that Rockstar would accept. Foolish me though, I didnt write down the password. And because of this, when I needed to sign back into the Social Club after restarting GTAV because I altered some of the graphic settings. I quickly found that I had forgotten my password (I knew my password, but I forgot which letters were capped and which weren't). I tried a couple of different verients of my password figuring that I would figure it out after a few tries. Well sadly, I didnt figure it out soon enough because once I had figured out the password, the next login failed, saying that my account was locked due to too many failed login attempts.

So I used the email verification that Rockstar sent me in order to get into the social club website and I was able to get into my account just fine. Nothing seemed wrong. Then using the launcher again, I clicked on the ? in the password bar so that they could send my email a password reset. I was able to change my password so something that I can remember without trouble but sadly my account in the launcher is still locked due to all the failed log-in attemps. Thanks to that I cant play the game.

Does anyone know if the locked account due to too many failed login attemps is just a temporary lockout (like a few minutes or hours or day) and after the timer as gone off I'll be able to log-in again? Or am I locked out for good and will never get to play GTA V?

oh and you have to file a ticket on rockstar support under social club platform to get it sorted

Nope I just just got it to work.

Okay, so I was on rockstar's support page. And i searched up "too many failed login attempts" and found that someone was having the same problem as me. There was a reply to his post saying to log out of the social club (via the website) and then sign back in (via the website) and then to try logging in using the GTAV launcher. And it worked! My account is no longer locked and I can finally play! The reply does not that you may have to wait a few moments after logging back into the website before logging in to the launcher.
