Go to your library, right click the game and go to properties, go to language tab and select your language.
If it didn't work:
To change the language on PC go to the root folder of the game and edit the commandline.txt file. If there isn't one, create it. Add, or change, this line.

UPDATE: Some non steam versions doesn't have all languages available in them.
The audio is only in english. No the only way is select it on the Steam game properties or with the command line.
