I think he looks like several actors, combined in one, first I see William Sanderson from bob newhart/blade runner, and also Jack Nicolson from the Shining and then a bit of Billy Bob Thornton when he was in a simply plan owe and Christopher Lloyd when he was on Taxi!..

I wonder if the artist was inspired and had there pictures infront of them when making his charactor?

I'm willing to bet 100 bucks that the person creating the looks of the character probably had Steven Ogg in front of him when doing that.

No he was actually modelled after Steven Ogg, his voice actor. But yeah he always reminded me of Jack Nicholson in some way.
