The use the tech of R* and manipulate it to connect to a different IP aka Server. R* won't have any power over those.
Simillar to SA-MP for San Andreas, though that one didn't have built in Multi-Player.
They may have been done in the past. But the past is the past. GTA Online is not GTA VC or SA or 4. It's a new system. R* makes money from GTA Online, they never made money off of multiplayer in any of their previous games. Big business protects their income. Anyone releases something using their software on a private server that cuts into the number of people playing on their service, big business sends in the lawyers.
I would love to see online mods for the game, really I would. Looking at the situation realistically with the current situation as it is, I don't see it being allowed to happen before the official servers are completely devoid of players.
Just because they didnt do it back then doesnt mean they wont do it now and in the future. The simple fact is they could do it anytime. Back in the San Andreas time they dont even had such a huge Onlinemode. Now they have and its their decision to shut down every other Modservers.
Just dont cry if they do shut down those servers, they have the right to do so.
You cant give the guarantee the wont do it so its like telling us you are positive that there are.... Planets made out of Cheese somewhere in the Universe.
Just because the huge playerbase wants some doesnt mean they will get it.
What about Red Dead Redemption for PC ? See
They COULD shut down those servers if they wont. You dont need to know more.
