As the saying goes, "if you haven't experienced it you don't miss it".
After seeing and playing games at 60 and above, it's very uncomfortable and jarring to go back and play something that runs slower. Think of it as trading in your 3.0l engined car and replacing it for a 1.2l engined car. That for me somes up the 30 vs 60 argument.
60FPS is the magic figure which gamers look for, hence why it's quoted all the time (A bit like the 1080p magic number for PS4/XB1 games) It isn't locked, but that is what the PC version is DESIGNED to run at, as the animations are created for that; like most games. If you want the fps unlocked or the refresh rate higher, adjust the refresh rate or turn off V-sync.
At 35 - 45 FPS, sure. With a single GTX 980, I don't see you getting a constant 60 FPS at 4K.
We seem to have a smiliar setup?
I bought this PC just for GTA V 5 months ago - and I am aiming to get 80-100 frames on ULTRA settings at 1440p. I will get mad if this would not be enough.

Don't tell me this game will be capped at 60 frames!
Do you even play on 60+ fps ? And what games ? Don't think it's anything demanding.
My pc as the same power as a potato and i play bf4 with the graphics on low at 20 fps and it´s fine by me, I still enjoy the game
Oh yeah you are on sli 980s, that explains it. I knew 4k was not possible on a single 980, unless you play something very old or not graphically demanding.
I myself plan to get either a second 980 or wait a bit till 980 ti comes out and get 2 of those, because a single 980 is nowhere near enough for my current 1440p monitor (144hz).
When you get used to high frame rate it's really hard to go back. I can deal with 45-60 fps now because I now have G-Sync monitor, before it had to be 60fps. 60fps+ is a treat.
but to me .. 60fps is a MUST. anything below to me is like watching picture slideshow :)
Not the first time Rockstar has locked a game and it won't be the last. You guys should be thankful Rockstar even spent all the time re-doing facial animations and the like to suit 60fps.
Rockstar uses a complex facial capture to sync lips to words in all their new games. And it looks great but the downside is it is sync'd to a frame-rate. Remember the 30fps lock on LA: Noire? Exactly this. You guys are lucky they spent all the time re capturing stuff to run at 60. Not to mention physics are all wrong at higher frame-rates too. No doubt they re-did that too for a variable frame-rate.
Get off your elistist high horses and respect the ammount of time and effort that companies put into games for you. Or you know, we could go back to poor, terribly off lip syncing if thats what you want.

It's not like Rockstar is like: "Hey lets screw over PC gamers!!!! HAHA!" It literally has to be this way. That's the price you pay when you give extreme visual detail to things that other games put aside.
120 fps everyone knows is the only way to view smooth gameplay, its how the human eye works.
If they would just say exactly what you said some people may forgive them, but now it will be a ♥♥♥♥♥♥♥♥♥ when the game releases instead, but that doesn't matter for Rockstar since they already got the money.
My GTX 650 TI BOOST runs everything at 1080p High/Ultra without problems 50/60 FPS, and at Digital 4k High/Ultra 13 FPS average.
It is a really accessible graphic card right now and it runs everything really smooth.
LOL! Just go to youtube and watch a 30 FPS vs. a 60 FPS video, then you can continue to spew stuff out of your ♥♥♥♥♥♥♥.
