The file is encrypted until the release date. Common knowledge.

Try to manually install the RGSC client here:
http://patches.rockstargames.com/prod/socialclub/Social%20Club%20v1.1.5.5%20Setup.exe

Hopefully you'll be able to preload the game and play through here

He Activated a non Steam Key on the Social Club means he need to download the Rockstar Version of Steam to pre Download the Game. Download it again and try again.

Okay? So I downloaded and ran the setup for RGSC ver. 1.1.5.5 and absolutely nothing happens. It just finishes installing. No Desktop icon or.exe or anything. I can see it in programs x86 but the 'subprocess' application does nothing. I can only use the uninstall option.

Woops~ you're right. Looks like the link I gave you is that thing used by GTA IV, useless in your case.
Concerning your problem, no idea what to do :/ what's the extension of the file ?

Use Google Chrome instead of Internet Explorer!

That's funny. The e-mail I got doesn't specify anywhere that the content's locked until the 14th. Just activation instructions.

As you can see on this screenshot:

There's a rockstar launcher thingy to preload the game. It's not supposed to be encrypted or anything, and I'm pretty sure it's what OP is having trouble to install.

I just want to know where I can find that. R* isn't exactly making it easy to locate
