Multiplayer Mods
Do you think multiplayer mods will be allowed? Maybe in private servers?

Not unless Rockstar officially supports them.
Currently they do not.
There are no private servers, everyone must play on Rockstar servers. Therfor there won't be any mods for Online. I'm confused as to why this is a hard concept for a lot of the people screaming for mods to understand. At best you'll get some mods for Single Player assuming the Rockstar Social Club (which is supposed to check on the SP) doesn't revert your game.

Actually, Online will be better if they keep it simple heh. I'm fine with mods on SP.

I want there to be 2 data files, all the same data on both but one online and one offline and to be able to mod the OFFLINE one and NOT the online.

you can check the citizen mods , it will be a free rpg servers in gta 5

Correct me if I'm wrong, but publishing mods (for example: Just Cause 2 Multiplayer Mod) is also "editing the game files", isn't it?

So let's say that I'm a modder which I don't have the skills but let's pretend. I copied the game files somewhere else and somehow added the iron man mode into the single player and play that version of the game. At the end of the day that makes me a criminal?

EEeeewwww I hope not. I revisited gta4 a few weeks back. The game was running sooo smooth I said "hell with it" and prebought GTAV.

Then a few nights ago I joined a mp server that had hacks or mods. Gta4 hasn't run right since, I get freezes now with disconnects and all types of anomolies that weren't there before.

I'm seriously debating getting a refund before it's too late.
