You don't know that yet man as they haven't confirmed anything. Besides I personally have no problem with having this game connected to my SocialClub account only. They won't use GFWL for it anyways.
Since I don't mind not having it on Steam (still, it wasn't confirmed that retail version won't be a Steam title) I rather buy it £5 cheaper :).

it is comfirmed that the retail version won´t come with a steam code, but only a social club code.

That is why I bought on Steam as I have Grand Theft Auto 1, 2, 3, VC, SA, IV and EFLC on Steam and would not look right with Grand Theft Auto V in my Library.
Like I said, I personally don't really care about whether I've got the game on Steam or not, as long as I have it. Also if I can spare myself 5 quid, then I'll always go for it ;).
