I was really surprised about the recommended specs, they're pretty low for such a game.
Was Max Payne 3 a console port ? Or did they developed it parallel to console version ? Max Payne 3 runs pretty good on every system, also it runs pretty good on max settings for me.
There have been leaked build logs proving the PC version was being built alongside the console versions.
PC versions take longer, because of a few reasons.
1.) More hardware variations, unlike consoles everyone has a different processor/gpu combo, different amounts of ram, vram, etc.
2.) PC gamers expect a more polished game, not 720p with 30fps, but multiple possible resolutions, 4k support, KB+M support, etc.
Do you REALLY think they made the entire game from scratch again? And do you really think they only needed 1 and a half years?
2.) You don't need to build an enirely new engine/game for 4K and KB+M support...
And where are the leaks you are speaking of? Do you have any information to back your ♥♥♥♥♥♥♥♥ up? What you said doesn't prove a ♥♥♥♥♥♥♥ thing.
Seems like you're pretty strongly convinced that it's a port. Do YOU have anything to back that up with?
But if you really think that the only/main difference between PC and console versions is KB+mouse and 4K support then I guess there is no point in discussing what's a port and what's not a port with you to begin with.

EDIT: just to clear that up for you:
- a port is when you take an already finished version of said game that is specifically made to run on one platform (say XBOX 360 version of GTA 5) and then you artificially try to make it work on a different platform (say PC). It is far from ideal because of the major differences across the platforms. But, speaking of developing it, it requires less resources to make.
- parallel developement is when you develop the yet unfinished game across multiple platforms - you share the resources (=models, textures, music, animations, stuff like that), but you tailor it to each platform on the go, having all the nuances of those platforms in mind. This is the ultimate solution when developing games for multiple platforms, as it maximizes the effectiveness of said version of the game :) It requires a larger team and it's more expensive than "just" porting it though.
