Rightclick gta5 in steam, propeties, installed files, verify integrity of game files.

edit - This should not take a very long time. Realistically - why 'specifically' is this file a problem? Modding storymode? /shrug - doesn't matter. IF - that is the only problem file - steam/verify will correct it at the same, or faster download than I can get it to you. IF you are storymode modding and NOT using a 'mods' folder - then I could see it taking a long time because steam could possibly correct 'many' files. As for very bad memory card, I mean, when will the next file be broke? Or you need a different one?

Another thing you can do is quit slinging BS and excuses and buy the game for $20.. if you bought the game, there is no trouble verifying file integrity.. and the game's 110gigs+, so we all know you're not playing off a memory card.. stop pirating, stop cheating, and you don't have to worry about the byproducts and side affects of such actions..

The file is packed into archive files (similar to .paks).. which means if your game isn't finding this packed file, then one of your game files has been modified/altered or is just missing entirely. You MUST run a verify integrity of game files to recognize the fault and get it corrected. The only way to provide the .rpf file for you would be if a modder extracted it from the game files.. and even then, you'd still have to find a way to compile it back into your game files.. No one can help you.. you must either verify integrity and redownload what needs to be fixed, or uninstall and redownload everything for a new installation..
