If it does not show your linked accounts, steam account, etc - that's the classic 'social club email got changed - and a new social club account was made with the old email'. It will literally log in, using your 'email', and 'look' legit. This is why you check to see if your steam account, and other accounts are linked instead. If you don't release the email, and use the recovery email link... then... It's contact R* and sort it out.
Lots of other info in the link, links, sublinks, etc - account issues happening for years -

There have been some others in the last year or 2 that stated they had 2FA and still had their emails changed (though I vaguely remember 1 just using the wrong email/logins - they had multiple accounts.. but I digress).
/goodluck though, dealing with R* support for account issues can be hit or miss. Repeatedly.
I just tryed to logon to Rockstar Social club, my 2fa was removed, and my password was reset, I had to change it ...
And now the option for steam is visible again, and for good measure, I installed GTA again,
And now the verification code is send to my 24 year old email-address and I'm able to play it again !!!
