If I remember correctly that file is part of media feature pack on N/KN windows, or media foundation, etc. I'd try going into windows / optional features and disabling/uninstalling it. Those files 'should' go away. Then try reinstalling it. In the off chance you manually dropped in various media feature pack files to 'fix problems' from long ago.. they may not remove correctly and possibly need some other tinkering.
Can also try the usual dism and sfc /scannow commands to see if that repairs any issues with windows too. Google.
Not sure I'd say 'just download and drop in a new one' unless you found the specific version necessary for that windows version/build. Easier/quicker to try uninstall/disable or repair it via normal microsoft operations first.
