They've already scrapped their plans for single player DLC in GTA V, opting instead to focus on pushing out cheaply made, copy/pasted content they can use to push the sale of their insanely overpriced shark cards.
Why would they do actual work and take weeks/months to make a single player DLC they can sell for $20-$30, when they can lazily use copy/paste over the course of minutes to slap together a single DLC vehicle they can manipulate stupid people into buying for $50?
There is (and will never be) a single player DLC for RDR2, because they are too focused on using copy/paste to pump out ridiculously overpriced DLC for online that they can gaslight everyone into thinking is "free"
In fact, GTA 6 is already all but guaranteed to be the shortest single player game that Rockstar has ever created. GTA V is already less than 1/3rd the single player content of GTA IV, and anyone paying attention knows that MASSIVE chunks of RDR2's single player were cut so they could focus on RDR2 online.
GTA Online is really worth your time even as a single player experience. I play exclusively invite only sessions and have a ball with it.
