GTA V Diamond Casino Heist Finale Board Soft Lock Bug

I've done all the prep work/setup missions for the heist, it will not let me do the actual heist or invite anyone. I click start and the game zooms out to the top corner of the arcade room but none of the game's menu for inviting people comes up. It won't show any further details; the room just changes color and changes POV to the top corner of the room. I figured my issue was that I haven't ever actually visited Lester's house so I tried doing that and the game also ♥♥♥♥♥♥♥ soft locks if I go to his front door. I've tried verifying files, using a VPN, restarting my game, trying to do this in public lobbies is a nuisance because I get teleported around by modders.
But I managed to reach either one of the previously mentioned locations anyway, though to no new luck. Tweaking my router and IP settings does nothing and I'm afraid to uninstall/reinstall my game because other people said this hasn't fixed the issue for them in online forums. This has apparently been a bug for five years, possibly more but that's the furthest back I've seen it posted. I don't know how to fix this and I literally can't play the heist which I've already invested so much into. Does anyone have any personal fixes, it would be greatly appreciated.
