Cayo Perico "we wait a little"

When Pavel messages you after the Cayo Perico cooldown ends, saying Mr. Rubio is a paranoid shut in and saying "we wait a little, they will relax", what does this mean?

The cooldown already ended though, I figured it meant it would be harder considering my second run was significantly more difficult than my first

Oh, yeah there is another cooldown. Can't remember off the top of my head that if you wait longer, it will be easier. You will get better loot, and the guards should not be as hard if you were to do it back to back.

Ah yeah, okay. Cause I went to restart it just now and it said it'd be on hard mode, last time it didn't say that but it was still really difficult so I really don't wanna play on hard mode. Do you know how long the normal mode cooldown is? I just hope the loot is better because my second run of the heist was absolute trash only about 750k profit after the $100k fee, Pavel's fee, the fencing fee and the fact that only trash secondary loot spawned in the hanger and I wasn't checking the rest of the island since the mini-map was basically engulfed in vision cones at every major location.

From when the heist becomes available again, initiating it within 48 minutes (equivalent to 1 in-game day) IIRC will start it in hard mode; wait until after that to initiate the heist and it'll be back on normal. I believe the only difference is you get no extra lives and an extra fingerprint hack in the finale. Guard routes seem to be the same, as are all the setup missions.

you actually get 2 messages from Pavel, 48 min after completing the heist you will get the 1st one which tells you that the heist can be started but the guards will be on a higher alert(hard mode). If you don't go to the sub and activate the heist you will get a 2nd message about 48 min later telling you that things have cooled down more and its time to do the heist (normal mode)

NOTE: this is if you did it with a duo, if you did it solo you won't the 1st message until 144min after completing the heist
