If its over water its probably a treasure on the seafloor.
It could be a hidden collectible figure above or below ground or inside a building, the dot doesnt show what height its at, you might have to look around more.
It can also be a poker playing card which are very very small flashing cards that can be very well hidden in the environment, many of them are inside buildings, like the back room of a convenience store on a shelf or desk.
So you need to drive to a location, it will show a white dot on the radat if you're close enough and have it active, then you exit the Terrorbyte, go to that place, grab the collectible, enter the Terrorbyte and turn the scanner on again, then drive to a new location. That's how you use it.
Not sure if the collectible radar from the Terrorbyte contains those. They are under the sonar in submersible vehicles.
One good thing about the scanner is, that it also shows the exact location of the G's cache. The small package that you have to find daily.
But yea, it does some weird stuff. Some of those collectibles seem to be bugged. Most of all the LD Organics (Lamar's weed packages) some of those are seen by the scanner, you get to them, but you can't grab them at all, there's no prompt, even if you look directly at them.
But most of those are just fine, the playing cards, the figurines and the signal jammers, they all show up on the radar and are obtainable, even some of the LD Organics are mostly. There's also the case with the bar in the desert, there was a playing card, but even after collecting it, it still shows a collectible in there and you can run all over the place and find nothing.
Then there's also the airplane cemetery (planes junkyard), where the scanner shows the location of the 2 final figurines, that only ever show up after you collect the rest of them. So the scanner is from the future, I guess? It already shows the location of collectibles, that have yet to appear. XD
