If it isn't, and you are launching through steam - steam isn't fixing 'those' files.
You can also test this and go to that location - rename gta5.exe to -old. Verify files. See if it puts a new gta5.exe in that folder. If it doesn't - you're using/updating the wrong folder. (unless you're using symbolic links like I do but.. eh.. doesn't sound like it..)
If it isn't a steam copy.... steam verify isn't going to fix it (well maybe, you could 'use' the steam gta5.exe 'wherever' that one is - if updated, and copy/paste it into that location but I digress). Not enough info about your folder structure, reasons for install, what copies, etc.
Or it 'is' a steam copy you made just to use with rp and it is basically detached from steam, and not being updated. You'll just have to manually copy/update it yourself after every steam update. Like I said, not enough info to work with. There's many potential variations.
