Both Pavel and the Kosatka submarine are Russian and have been before the war on Ukraine. So yes, Russian Federation IS featured prominently, not because of the war, but because the story demanded it (for some reason). Can't say why Ukraine isn't featured, but demanding being added based on your "rival's" prominent feature is silly. It's not because R* preferes Russians over Ukrainians, it was a creative decision long before the war came.

The Ukraine and Russia were in conflict before this game released, hell Russian backed separatists were doing night raids on towns in the eastern parts decades ago, just because the west started to report the conflict 2/3 years ago doesn't mean it had only just started.....
