You do, because it's a public sessions issue. It doesn't occur in IO, or Friends Only sessions. It's most likely the mod menu users messing with the session. There's so much going on, that it slows down everyone and severely affects loadings. So yea, you do get that only in public.
R* servers have nothing to do with it, because they aren't running the game, they only save/load your character, the game runs on P2P connection, that's dirrect package exchange from one computer to another, there's always one acting as a server host, but it's a player's computer like yours. So don't put the blame on R* servers, there's no such a thing.
Make .bat file ex: SleepGTA.bat. Download pssuspend.exe Microsoft command from SysInternals package. (use google)
Inside of file paste this:
pssuspend.exe gta5
TIMEOUT /T 8
pssuspend.exe -r gta5
I know, this is not an perfect solution, but at least you are not forced to reload your game.
The only thing you can blame, is that Rockstar not puts own servers online, it would be even ok if you only land on Rockstar servers if you have the subscription. But this is one of the reasons not to subscribe, since its P2P.
