BTW, I am assuming you shut down your machine completely, and then rebooted.
I would also suggest you copy elsewhere your profile located in rockstar folder in my documents,
rockstar, gtav, profiles. Then delete the original. This is not deleted by un/reinstalling the game. It holds all the info for starting the game such as your video settings which might not apply anymore.

Just copy it somewhere and delete the original profile files - the whole R* folder in Documents (or if you use One Drive, delete the Rockstar Games folder in One Drive/Documents). No need to reinstall the game, that would take a lot of time, I guess. Just start the game, it will create the whole folder anew with updated settings.
If the issue is in the settings, then deleting them and letting the game re-create them for you, should solve the issue.

So what should I do so the apps don't download it from the cloud?
For Steam cloud saves what you can do. Righ-click on any game in your library and select "Properties". If the game supports Steam cloud saves, it will show on the window that pops up, the first page. "Steam Cloud", you can then just click the option to turn that off, and off it is.
For GTA5 the game does not support Steam Cloud. I heard that Rockstar has a own "Cloud Save" system, but looking around on the app I didn't see anything.
So your guess is as good as mine.
What I would do if I be you, is check the graphic card driver. Maybe try to get the old one you used before, deinstall the graphic driver completely and reinstall the older one. Then try to run the game.
If that doesn't work, I would reinstall the game over steam, unless your internet is really crappy that should not take that long.
Otherwise I would make a savety copy of the Rockstar folder, should be in:
C:\Users\user\Documents\Rockstar Games\GTA V

Then try to start it again.
I would guess it is the Graphic card driver, did you try to start another game that was installed before? Do other games start?
I tried running my other games. All of them work more than fine. Actually, they run way better than before updating the driver, so I guess I don't wanna go back to the old one.
I don't see anything related to Steam Cloud on the popup, unless I'm blind. The only thing I found in R* Launcher, is an option to delete the local profile in settings > account info. It says it can be downloaded after logging in. Social Club? I don't have that app, not sure if it even exists.
Anyway, I turned off the Steam Cloud totally and even disconnected the internet. Then I removed the Profiles folder from Steam, GTA V, and Social Club. Then tried to run GTA. Turns out it won't run without logging into the R* Launcher, and when I log into it, all folders appear back immediately.
Sure, technically I can uninstall the game, but downloading it again will take like like 20hrs. Yes, I live on Mars (or even Jupiter).
