wtf kind of instructions are these? Thats IT? None of that works.
For the mod - don't have time to test atm. But grabbed the .zip to look at. You really shouldn't be 'moving' anything. In the openIV settings you can configure it to use a 'mods' folder, and to copy .rpf files to that folder if you are going to edit them. Then, you are not touching your vanilla files. Then, when you delete 'mods' you are 'clean' of openiv stuff. No need to uninstall/reinstall.
As for installing the mod -
Do you have a gta5 / mods folder? Make it.
Make an 'update' folder in the mods folder.
Copy update.rpf from your gtav / update folder - and put in 'mods'/update'.
Open gtav/'mods'/update / update.rpf with openIV
The .zip file has an update folder. and In THAT is update.rpf.
In THAT is 3 folders - likely denoting the places the files inside go into In the update.rpf.
Then, it appears to be replacing the gameconfig.xml - and that could be a problem too.
May need new one, compatible one, etc or extra adjusters.
In middle of making dinner but I will mess with it later if you don't get it working.
Hopefully this helps.. or something.

Thank you. this might have been the battleye thing. notice how the instructions do NOT mention this anywhere? I rarely game online so i didnt expect that.
The last update I see on that mod is in 2023.
im not sure what this comment means exactly. What are you telling me by saying it was last updated in 2023. Genuinely confused
it should be fully compatible with the newest patch of gta v from what im finding....
The mod being that old = battleye didn't exist for it to be listed in the directions.
R* 'did' mention disabling batlteye in the patch notes when they rolled it out.
