Report a translation problem
Replacing both update/update.rpf, and update2.rpf - has the downgrade working.
edit - Of course, you'd technically have the old rpf's in 'mods' if you are doing this on a already modded copy that you are downgrading back to. I haven't tested 'new' rpf's in vanilla, and old in 'mods'. Only willing to test so much anymore after updates. If you are on a completely clean/brand new up to date version modding storymode for first time... you'll likely need .exe and the .rpfs (also avail on my profile/comments).
Though the thread title could easily be confused with the battleye update required nonsense while playing online. Either way.

I'm really hoping this was an unintended consequence of Rockstar simply trying to show that the update isn't working rather than something more malicious.
If Rockstar wants to fix it, they could just add a button that says 'load anyway'.
