No its not just an 'online cheating menu'.
Different menus offer different things. So if they say they use it for offline use only theres no reason not to believe them.
They just so happen to be using the one that's famous for its online interaction. Riiiiight. All of the other functions washed out offers can be found in other non online menus. In fact compared to some washed out is pretty limited.
I can't speak as to what the menu contains or doesnt contain or how it compares to others but someones choice of menu doesn't dictate whether they are a cheater or not. If you want to have this skewed view of people then go right ahead.
