The current game would stay as legacy version, we're getting a separate free game with improvements. And yeah, DLSS 4 sometimes looks better than native, cry about it
Support for the previous version of GTAV will continue, allowing anyone whose hardware does not currently meet the minimum requirements of the new upgrade to keep playing. This also ensures that support for FiveM will continue uninterrupted while we work to extend support for it on the upgraded version.

"Additional Notes: Over time downloadable content and programming changes will change the system requirements for this game." Yes, they can 'write' whatever they want. Doesn't mean that everything is negative - again, 10 year old game people have been screaming for visual updates for years. If anything - blame online/mmo/ live service games.
Of course, R* has whiffed on specs before so who knows. Doesn't account for adjusting them, what is 'on' for 'recommended' or minimum, and what not. Surely they aren't going force everything on. Regardless...
/waiting for the hypothetical 'fivem is now on nextgen - we're ending legacy'. Just like nuking win vista, 7, 8 support, etc. Time marches on so they say (no I don't fully agree with that either but that is another story).

And yes, "Additional Notes" are complete nonsense. You can write anything there so that the developer always has an excuse. It's like keeping your game in “alpha test” status for 10 years. so that you, as a developer, always have an excuse
if you aren't going to use the Ray Tracing features then i'm SURE whatever PC you're using now will be just fine. since you're not the target demographic of that recommendation (if that makes any sense)
I will say though, a 3060 is a pretty low end GPU nowadays. it's starting to become a recommended requirement for most modern titles and recommendations are likely going to get even more demanding as the technology continues to develop.
