Help i can't make rockstar account

When i submit data to make rockstar account, they said "you are not eligible to register for a Rockstar Games, Please see our Privacy Policy. If you feel that this is an error, you can contact Rockstar Games Support. #5005.10"

I am new to this and what policy that i broke?, age?. I am 19 years old or now you need at least 21 year old to make account?. Even worse i can't send this problem to Rockstar Games Support to confirm this.

Please help me to solve this

You might need to be 21 in Indonesia?! looking at other posts and the web.

I see the problem is Rockstar follow age rules on players country, not from USA which is 18 years old.

Thanks guys, i will refund this and waited until i am old enough to do this because i don't want to lying about my ages
