Report a translation problem
Wrong location may not even be a cause if whatever you are doing far out paces the gameconfig,xml. Completely ignoring - anything else you have installed, properly or not, conflicts, load orders, and on it goes.
I'd start over 100% vanilla. Also know that there are .ini's that come with some gameconfig.xml's for the various heapadjusters. At this stage, we don't know much else of your modded setup to begin with. Version, state of your 'mods' folder, etc etc.
There's many.. many ways for crashing at startup. A list of what you are using/doing would likely be more beneficial for someone else to attempt to install/confirm it works and go from there.

edit - Installed all those mentioned below. No gameconfig.xml, adjusters, or anything else added but scripthookv. Used a 'mods' folder and only installed into .rpfs in that folder. Works fine here - or at least not crashing. If there are other mods you installed that require gameconfig or adjusters from gta5-mods, you'll have to look at your downloaded archives/readmes for names or... try to remember.

I also downloaded a couple from gta5-mods.com, but for some reason that site doesn't track download history.
I'm in the process of re-downloading the game, so I'll give it a try vanilla and report back.
Turns out gameconfig.xml was not where it should have been, and now we’re officially back in business. Many thanks for your assistance.
I spoke too soon. Native Trainer kept crashing my game, and upon re-installing it we're back to square zero. Why does modding this game have to be so ♥♥♥♥♥♥♥ confusing?
Didn't see any problems with scripthookv nativetrainer with my testing lastnight - using the mods you listed. So if you added more, and did more things.... we aren't on the same setup anymore.
eidt - and for giggles, info/pictures to clean a game folder. preferably you are using a 'mods' folder for openiv related edits so all the vanilla files remain untouched -
