You can have used cd key errors for many different reasons. Some being connection issues, some simply need to restart steam. Some need to run things as admin. Sometimes date/time is out of sync. Issues with onedrive, and my docs / rockstar games also happen (rename my docs / rockstar games to -old to test). Then toss in a side of 'other' issues.... there are plenty.

When you buy the game on steam - you get a cd key... you didn't get a used one. This also gave you the 'leave a review' ability which.... says how you were able to leave a review *cough*... but whatever. Rebuying.. the game on steam - is going to keep giving you the same cd key. They don't know if you 'already used' this key on a 3rd party account, refunded, and rebuy for another, to keep using on new 3rd party accounts. If your steam was already linked to a social club account, it could/should have automatically applied that key to that social club account - and that is the one you'll need to use. Rdr2.. maxpayne3, Lanoire, R* games/etc if previously purchased may have prompted this link.

Find the problem, and fix it.

edit - If the problem is on your end, or somewhere between you and R* - there is potential it may still not work. Regardless, if you can't figure it out - you can also contact R* support and see if they will help. You should have the emails/proof of purchase, and all that to get... 'something' from them. Many people have had this issue - and got it fixed.

And of course it still won't work - as far as steam is concerned at the moment - you do not have a mouse icon by your name = you don't own it - at time of this update.

edit - hours later, still no mouse icon so... /shrug


edit - the files mentioned to delete below are also completely removed with my comment of renaming my docs / rockstar games to -old unless onedrive is involved (or your my docs isn't in a default location but I digress -.-)

You can try delete file "cloudsavedata.dat".
Documets/Rockstar Games/GTA V/Profiles/FDBEAFA2/, find and delete cloudsavedata.dat.
If it dont work - delete cloudsavedata.dat, pc_settings.bin and cfg.dat
