During heist i couldn't drive my car
Just recently reinstalled the game and tried to do a heist. No matter what i tried i couldn't drive my own vehicle during. The vehicle controls wouldn't work.

Most likely Desync.
If it dont give ya issues soloing basic missions, try contact missions with randoms.
if you still have issue in contact missions with randoms, well in mission, put ya car away and call it out again and see if it works.

If it don't work, it could be a storage bug with that car, try another one, if its issue with all cars, either your net is extremely bad or there is another issue with possibly your pc its self.

I tried switch vehicles but no luck. No vehicle controls.

unless some one else has a better solution...
only things I can think of are:

Check if you have issue in single player as well to ensure its only online mode that has issues.

!) alt tab out of game and back in to it again (as dumb as this sounds, it did fix a few other issues I had back in the day with external programs stealing control of all inputs "keyboard/mouse/contoller").
2) disable ya firewall for a moment, load in game, try again. remember to reenable ya firewall again once you are done testing.
3) scanning ya pcs for viruses/issues.
4) Make a backup of ya profile folder and settings.xml file found in C:\Users\YOURUSERNAMEHERE\Documents\Rockstar Games\GTA V
Put them some place safe to restore later, then delete the originals (THIS WILL DELETE YOUR SINGLE PLAYER GAME SAVES INSIDE YOUR PROFILE FOLDER! THIS IS WHY I SAY TO MAKE A BACKUP FIRST!)
load game and do prolog again and then test again.

If none of this works, its beyond my scope as I have never had this issue beyond poor internet that is on my end.

if you're doing a mission with other players this is quite common, as Xan5131 said this is caused by desync/lag between players
When its lag, 2 things can happen.
Either your car is frozen for a short period, but then works fine.
Or if its worse than that, the mission disconnects.

When it lasts more than 30 seconds, its almost always a modder holding control over the entity (vehicle).

Today the first time I couldn't drop a cargo by "e" key in bunker sell mission in public lobby, Tried two different points a few times and no luck. The same is with acid lab. In some sessions i just can't enter into it.

never heard of any "show player ping" in the setting menu, can you post an image or screenshot of the setting ?

Lag switches is another one. I assume misconfigured cheats is more common in heists though.

General latency shouldnt be breaking the game for an extended period of time. Its not a common issue on other platforms, and with a clean crew, disconnects are significantly more common than immovable cars.
