If using onedrive, make sure it is on.
Can try renaming my docs / rockstar games to -old as a test.
Running steam, R* launcher, or game, or all as admin.
Adding the various .exe's to whitelist/exclusions in antivirus/security/windefender/CFA
Connectivity is minimum power off modem/router 5-10 mins, change dns, test.
Much more to connection side, some you may have to wait out, temp issues, etc.
Obviously there is uninstall both R* launcher, social club, removing their folders, and attempting a clean reinstall of those apps. Uninstallers exist in their respective folders.
And on and on it goes.
What I do know - is those have been common causes for that issue since the game came out, and since the R* launcher was released. So, unless you - or anyone else wants to give more details - what do you expect? In your case - probably too much.

edit- Launcher is fine to be installed on C - as long as it is in a 'folder'. Many users don't install things into c / program files because hurr ms security'. Just don't install it into the root of a drive. My launcher is on c, steam d, game was e, and now j. /shrug.
If you rightclick the game, manage, browse installed files, and it shows them- steam is looking in the right place (could also verify files but I digress). There's also the steam library method if you want to try to 'move' it somewhere else. There's more- but without more details.. meh. If the game was 'installed before' and you just reinstalled it- steam -should- believe/make it proper. Not quite the same as copying in a folder and praying. Let us not even get into leftover mod files if applicable.
If it's hanging til you restart, and works once, that could be something completely different - like the R* launcher not closing properly.. sadly, many of the same fixes from above, are also valid for that (and more/others..). Then you get into background apps preventing it from closing properly like ghub, razer, nahimic, etc - you can force close apps in taskmanager, or cleanboot windows.. Vcredists in this case might not be a thing since it does work, same with onedrive. Working once also rules out mods (mostly). I'd also configure the R* launcher not to start when the pc starts.
No joke, there is many things. If you're unlucky, you may even have multiple problems... Since you've had it installed 'before' --- who really knows what has changed since then in regards to the game, the launcher, your setup.. etc.

edit - to be clear, the above info (and link of info) is in relation to r* launcher hanging and issues before gta5 gets loaded. pausing a process for stucking loading screens/solo lobby (below) means squat if you aren't even in the game.
As for reporting - you think I am the only one capable of such a thing? C'mon.

edit - I've given all the help I will give in this thread. I've given almost all the info I use/d to fix this problem for years. So far, despite many 'updates' - I still see many, many things left unmentioned, untested, or unanswered. I have no problems helping (when my time allows it mind you), but it will not be via more forum posts. Things need to be methodically checked and ruled out. Uninstalled, cleaned, reinstalled. Going down the chain. Remove variables. More often than not - the problem is on the users' end - as much as they disagree. Unsub'd.
edit - as for the old pc nonsense - why even respond. It clearly worked before, and should work fine after. I have 2 older pc's that both played the game at release, and without changing them - still, now, as of last week - play the game just fine.
The bits about 'old social club account' and all that - it also likely complete nonsense. My account, made before gta5 release, still works perfectly on every system. If there was a 'problem' - you likely couldn't log in, nonexistent account, or some other error.... and not a 'hang'. Something is up - but 'uninstalling' a bunch of stuff in no way guarantees a fix. Some stuff.. may not even uninstall correctly/completely - like vcredists. The list goes on, and on. If you are unwilling to troubleshoot and go through all the steps ruling everything out.... then yes - it would likely be better for you to backup all your data, and wipe windows/start over 'clean' and 100% default. There's choices + and your weighing of time spent to fix/vs wipe.
This unfreezes and puts you into a solo lobby.

Read my comment before reinstalling or doing anything else to your game or apps.
Thats bizarre, never seen that happen before, w/e is causing it is not the normal loading screen freeze issue i'd say. That has worked as a solution to frozen load screens for years.
