Report a translation problem
1. Console makers needed to sell next gen systems. The more exclusive titles, the better.
2. R* needed to milk their cash cow (again) with their most gullible audience.
3. R* inserted more pay-2-gain shenanigans by removing some assets from the main game and putting them behind a subscription paywall.
My guess is this new paywall is a test for things to come.
Ray traced shadows isn't worth blowing $500+ on a console that will be obsolete before the milk in the fridge goes bad.
GTA+ was made as a subscription service to sell little addons basically to the new gen consoles so more people upgrade from PS4/Xbox One to the new gen consoles
the differences are literally a mission side quest thing that makes very select cars slightly faster, so technically if you are playing online and some guy has a car that goes 5mph faster then yours, he spent 500$+ on a new console and GTA+
There is no milking
This isn't a new paywall test for things to come
It's literally R* just making the old gen console players have an intensive to move over while making money.
As for OP's main question, GTA5 online and newgen console are the exact same update wise, PC usually gets updates like a couple hours sooner.
