You do NOT have -nobattleye in game launch options in steam?
There is no -nobattleye in commandline.txt in the game folder?
There is no args.txt in the game folder?
(at least 1 comes via scripthook if you extract 'all' of the files in /bin)
Those are the now - 4 things to check.
Have you run gta5_be.exe 4 from command prompt to uninstall battleye and try to reinstall?
Many info here to 'disable' battleye - just do the reverse -

edit - yes, there is more beyond what is listed above - especially if lack of admin (can try running launcher/steam/game/etc as admin), permissions, av/security, or other things plague your os/settings, etc etc. Again, /goodluck
