BattlEye
After playing modded and having fun, I'd wanted to hop back into GTAO, yet i can't. as i didn't know how to deactivate battleye, i simply just deleted the folder.

"ALERT
BattlEye is required to play GTA Online. Please restart Grand Theft Auto V to enable BattlEye."

I've tried redownloading the game, I've tried deleting and redownloading the rockstar games launcher too. nothing's worked.

considering this a situation to unfortunately factory reset because i was a stupid stupid, but just anyways. my discord is ilikecats437, please dm me so you can help me.
I'm taking any and all help i can get to get this STUPID ALERT OFF SO I CAN RACE. (I'm angry at this point and frustrated) I've been trying for 2 days now.

It doesn't matter if battleye is installed as it will be disabled.
If you did those steps - they should be undone/reverted.

There should be no commandline.txt with -nobattleye
There should be no '-nobattleye' in the game launch options in steam.
And the checkmark in the R* launcher for battleye, should be checked.
edit - and if there is args.txt in your game folder - remove it too. -.-

You should try 'gta5_be.exe 4' from a command prompt in the gta5 game folder.
It 'should' pop up and ask you if you want to uninstall battleye. Yes.
Open the gta5/battleye folder. There is a belauncher.ini - open it up in txt editor.
Set 'silent install' to =0
Privacy box=1
Save.

Then again, you run gta5_.be.exe to reinstall it. You should get a privacy box / list of stuff, and then the install window. Hopefully, av/security isn't interfering in some way.

edit / additionally - if you 'declined' installing battleye -
"When connecting to a BE-enabled server I get kicked with a request to restart my game.

This is happening because you permanently declined BE installation by clicking “Do not ask me again.” in the BE Launcher window previously. To fix this please go to the “BattlEye” folder in your game directory (e.g. “C:\Program Files (x86)\Steam\steamapps\common\Destiny 2\battleye”) and double-click the “Install_BattlEye.bat” file to install BE."

Granted - gta5 doesn't have an install bat yet that I know, just using that as a base.

Did you try running the gta5_be.exe in the game folder?

As for deactivating battleye in the future - more info -

i just deleted my Grand Theft Auto V folder (steam directory), and all data and anything about it off my pc and i uninstalled the Rockstar Games Launcher, i'll try 1 last re-installation then after that, if it doesn't work, i'll try what you said.
and an early thank you so very much, it's not often someone as knowledgeable as you reply to almost all problems about this.

it's also genuinely unfortunate that there's nothing online covering this issue.

add it when you play modded
I use commandline.txt 'when'/if I actually 'use' that file. That is not args.txt.
My R* launcher - unchecking battleye = works fine. I dislike doing it though.
I instead put -nobattleye in the game launch options on steam.

So, where is args.txt, why is it there, and why wasn't it removed it not modding storymode.

edit - I see, tis part of scripthookv. Sorry, I do not use that file. Never have. And, when I go online, I remove all non-vanilla files (I swap to a completely vanilla folder). Regardless - one more thing to throw on the pile.

edit - people that mod storymode, and can't remove all non-vanilla files is astounding.
