The stuff they added to 'legacy'was over 46gb of online drip feed content. 58gb if you count the patchday folders. This includes music, audio, models, textures, etc etc.
As for that added content - you can likely still go into gtav / update / x64 / dlcpacks - and remove the mp* folders, or if you are adventurous, the patchday folders too (or, at the very least, move these folders into a hold folder before you commit to deletion). This may remove some of the newer radio stations though. Game should work fine - or at least did when I played sp with the mp* missing. Though, while modding storymode - some install instructions may say to use certain folders/files you removed - so you'll have to adjust on the fly and put them somewhere else, or just piecemeal those back in.
Of course, newer updates or problems with mods causing a verify game files may prompt you to yet again have to redownload all that, just to remove it again unless you fiddle past updates with backups/downgrades/appmanifest swaps, or putting steam in offline, etc.
Same ♥♥♥♥ happened with San Andreas and it pisses me off. Leave the game alone. I want to mod my San Andreas too, but the only version available does not work with mods

Else, you can use steamdb and steam console to pull older version if you wanted - but go back to far and you'll find they won't work with R* launcher due to version being too old. Then, you'll have to find the additional mods to help make that work, if they are still being maintained. Then, you'll just have to deal with future updates to legacy - similar to my above post's last paragraph.
edit - yes, this version has been 50-60gb at release, and climbing since. probably had some duplication in the files as they added 'replacers' instead of actually replacing - hence the size of enhanced being smaller. cleaned up the multiples, possibly used better compression, etc.

I am not familiar with how to use Steamdb. I tried looking at it, but it really wasn't very clear. When I went to select a version of GTAV, it kept pulling me to AvP for some reason

he literally explained to you twice its because they've been continuously adding content to the Online all these years, and the file size has continued to balloon. it's not hard to understand bro lol.
yeah i hate the massive file size too but as an Online player all the free content they've given us over the years has been amazing so i just deal with it.
For Enhanced they were likely able to start fresh and have all the previous updates rolled up into a single set of archives.
