So is this safe to mod now?
I've always avoided modding GTA V as I play GTA Online and don't want to risk a ban from forgetting to remove modded files. Now that there is the Enhanced version, I've been thinking about modding the Legacy version and just playing a modded singleplayer experience there.

Is that possible? It's not going to somehow affect my Enhanced version I'd assume? And I assume the anti-cheat is only tied to GTA:O?

I've always wanted to experiment with GTA V mods but I value Online too much, I'm hoping now I can finally do that.

You can do both; when modding theres a file called dinput8.dll that basically enables your mods. Just rename it to something else like _dinput8.dll or 1dinput8.dll before you want to play online. I do that too as I play LSPDFR, but I just disable it before online

Yes, you can do it that way if you want. The game also won't let you online with a legit dinput8.dll file in the folder anyway, and battleye will also likely bark about it.

Just be warned that if they do sling some more updates, it's still the ol song and dance every few months to wait for mods to be updated, learn to downgrade, put steam in offline mode, etc etc. It is certainly not as painful as it sounds if you learn about storymode modding. I have complete storymode modded game installs that are years old that still work just fine.

Basically every semi major update that changes the version of the gtav.exe file and some others will also break mods. After you have to either revert to play again or not play and wait for the files to update
Safe from updates? No.

If you're modding GTA V SP, then your going to continue to constantly have to wait for mod updates. Why? The Rockstar launcher is still going to be getting periodic updates.

The updates that are only to the Launcher don't break mods though, at least not for me with ScriptHook (also only ever for offline modding purposes). It's updates to the GTAV.exe (and other things) that will break mods. The most recent "update" for instance left the game version, shown in the bottom right during the game start up, completely unchanged.

Singleplayer modding is 100% safe just make sure that you've disabled BattlEye and that your only playing singleplayer while Windows is in aeroplane mode and windows is disconnected from the wifi)
Also if your using normal ScriptHook and ScriptHookV and Community ScriptHookV it should automatically prevent you from accessing the online mode with mods.
As the people who made scripthook and scripthookv originally only meant for it to be used in singleplayer and the game should automatically prevent you playing gta online with tampered files especially if you used OpenIV

While I can appreciate and understand being cautious, in my experience you don't need to disconnect from the internet entirely to run GTAV with mods turned on. Just disable BattlEye, you should be good.

For context: About two or two and half years back I started experimenting with mods, using a fully separate GTAV folder, to see what I might be able to accomplish with the Rockstar Editor. Logged into GTA Online yesterday, using the totally unaltered game folder, and my rank 600+ character is still perfectly fine, no problem whatsoever.
I started playing around with mods the other day and noticed it looks like it automatically disabled battleeye for me which is good. I made sure to set it to auto-boot into Singleplayer too and it seems most of the methods of accessing online are pretty much disabled so it seems pretty safe to me.
