Snow forms when water vapor in the atmosphere condenses directly into tiny ice crystals within clouds at temperatures below freezing (0°C or 32°F), causing these crystals to collide and stick together, growing larger until they become heavy enough to fall as snowflakes; essentially, it's precipitation in the form of ice crystals due to cold atmospheric conditions.
Remember, if you make a snow angel in the street, the snow plow may make a snow angel out of you.
In game it usually snows the weeks around the holidays (xmas, new years). Last year was a little extreme though, continously snowing from xmas to some day after new years.
