How do I start mission 54 clearing out the bureau ?

Last mission was ballad of Rocco.

Since then I’ve finished one last favour and the first assassination mission and the only missions on the map are strangers and freaks and the other assassination missions which according to guides are optional.

Lester is supposed to call or text right ?
