If you use a SSD then it's going to speed up loading times considerably more so, you can also use an external ssd which should be faster than an old HDD (hard disk drive).
Sometimes it takes a while to load on both SSD and HDD but have patience I would say, if it takes like 10 minutes on an SSD you can close the game off (alt-f4) and restart it again, and see if it loads faster, which it should. Sometimes games can hang up on loading, which happened to me too.
Um, yaeh I'd say you don't want to miss out on GTA, especially the new ones (5 and upcoming 6) because they are I think great games and using modern hardware, if you have it game will look and play beautifully but... If you don't have modern and recent hardware then yeah a lot of modern gaming can be very frustrating.
Games on Steam, if they are modern games that you mean well yeah, a lot of modern games really kind of do need a good computer and computers are also more powerful than consoles and it shows if your computer can handle them the experience on PC can be unmatched.
For instance on console these open world games run at 30fps, maybe 60 if you're lucky but on PC they can get up to 100-110 fps and 144 fps if you're lucky, e.a. if the game is well optimized (and you have good hardware).
