Report a translation problem
You paid for access/license to gtav/online. There's still many other variables neither you/R* controls (yes, that means your end, R*'s end, and many things in between could be responsible - no one is really 'exempt' here). Yes, some of these can occur even 20 minutes away. Variables, variables, variables.

This one's on R* sadly. Yesterday was an update, that broke something for me, same as for you. A day before, I was playing with a friend of mine just fine, everything was ok. Even the SC website was working, but since yesterday the page doesn't open anymore (every other web does) and GTA puts me in offline mode (not Story Mode, OFFLINE) automatically, claiming, that I have no internet connection, when everything else works (including other online games and web pages). The only way around it (at least for me) is using a VPN. You said, that didn't work for you, just make sure you boot it up properly, mine gives me sometimes error, I have to wait a couple extra minutes, but it still connects and after that GTA Online works for me. Try being patient and it might work wonders. Also depends what VPN you're using, I guess. If one doesn't work, try a different one. Good luck.

If the website doesn't work, then it's a easy issues to fix. DNS or restarting your modem for a new IP.
If a VPN works, that proves this, and shows the issue can be fixed on your end.
Psyko gave all the info in his links above. Anyone who cannot fix it from here, Just cannot follow simple troubleshooting steps given.
I wasn't saying their services are down, was I? I said, that their latest update broke something for some people, like me and TC (not for everyone, just some), which it did. Before that update I was playing without VPN, everything worked, no issue, but after that update the game claims I have no internet connection and the only way helping me is using a VPN. So how do you explain that? This isn't the first time happening to me and it always does with an update. Another update fixes the issue, but the next one brings it back. Too suspicious to be just a coincidence.
You just lack the skills to fix your own PC.

Still having the same issue which is a really simple fix on your end.
It's not Rockstar bud.
Leave your modem off overnight. You'll get a new IP, and problem solved. The fact you have not figured this out with all the help you have received is beyond me.
You obviously have no clue how IP's get blocked, and how the ISP handles IP renewals.
So you're asking why I am giving solutions to fix peoples problems?
Or why am I pointing out the real issues people are having, making it easier for them to fix?
I've had the same exact issue, multiple times. It's a really easy fix.
So the questions is, Can you read? Because you would have your answer if you did.
Sorry I didn't know this was a post for people to just complain, that don't want solutions. I will let you guys cry in peace then, and continue having issues while me and the other 100k + people playing continue not having issues, since it's not a game issue.

Your choice to be ignorant if you want. I along with the second post by Psyko gave the steps to fix the issue.
You may be correct on some things, but you're definitely wrong on one crucial, mate: my post wasn't BEFORE the update (whatever update you were thinking of), in fact it's from 27th October, while R* released a Halloween update somewhere around 10th or so. Which was the one, that broke it for me for the first time ever. I had no issue with GTA whatsoever until that cursed update. Since then it's up and down and up and down, some updates fix it, some break it again.
And yea, I may have no clue HOW IPs get blocked, but also have absolutely no idea WHY they should be blocked for no reason at all. Everything else works on my computer and only GTA does this. Sure it may be related to some blocking going on, but it's apparent, that GTA somehow triggers that blocking with some of their updates. It happens ever since one certain update with various levels of success (one update triggers it, another fixes it, then the next triggers it again and so on).
I've never claimed to be an expert on these things, but it's obvious, that something is fishy here.
Keep in mind, problems on your PC, and your end can cause these issues.
Sure people should be able to play, but rockstar is not in charge of managing your PC.
You cannot expect them to make a game that runs no matter what issues you might be facing on your end.
In your case, contact Rockstar and ask them about your issue.

But you admit you don't understand how blocked IP's work?
See that's the issue, is your pointing fingers when you obviously have no clue what you're on about.
Let me explain.
There are 2 types of IP address you connect to the internet with. Static and Dynamic.
roughly 98% of people playing games have a Dynamic IP.
Dynamic = IP changes at random intervals based on your ISP protocal.
Static = You pay extra to get a IP that does not change. This is usually used for servers and such, or people who have a reason to have a static IP.
IP's are running out, why most have a dynamic IP.
The reason the restart modem comes up as the solution so much for this game, is because it seems rockstar is blocking IP's, one would assume they block the IP along with banning someone.
Point is, because your IP is Dynamic, it changes, to between a block of IP's your area shares, if you get a IP that has been blocked by Rockstar, you will have the issues you are having with connecting to Social Club, or Rockstar website.
If you cannot connect to their website, it's the first sign.
So restarting your modem usually refreshes your IP.
Some ISP it refreshes after a simple restart. Some ISP require 5 minutes, up to 8 hours, or overnight before it will recycle a IP. Why restarting the modem is the number one advice.
So check your IP:

take note of it, and try restarting your modem for different amounts of time. going to bed soon? unplug it overnight. simple.
Check your IP again later, then try connecting to Rockstars website. if it works, then try playing the game. Problem solved.
