Open my docs / rockstar games / gtav / profiles / <profilename>
delete cloudsavedata.dat
Restart game - it should ask if you want to enable/use cloudsaves.... no.
Else in game you can hit home, go to gear, game settings, and disable it there
(or some variation of home - in the social club page/settings somewhere)
Of course, this just deals with 'the cloudsync' error itself - and not possibly larger problem of connectivity issues affecting more than that. Could be pc, isp, modem/router, dns, regional issues, server issues, firewall, av/sec, and on and on it goes. If it worked fine the day before - then at best maybe power off modem/router a few mins. If you are a new user - there's many more things that could be the problem. Sometimes in new user cases... it's more than one.
That includes new user issues with admin/lack of admin/permissions, time/date not sync'd, onedrive interferring, controlled folder access, non-default exploit protections, hosts file, problems with my docs / rockstar games (rename -old to test), uninstalling/reinstalling both R* launcher/social club, and on and on that one goes....
