I'd also be sure you weren't accidentally starting enhanced if you have it installed.
It does not have many storymode mods available yet.
edit - I'd still reinstall scripthookv in case av/security or something else has blocked your .dll's. You can also use the nativetrainer that comes with it to confirm it works. Also be sure you didn't just extract the /bin folder for scripthookv and the files 'are in' the gta5 root folder. Used the args.txt to disable battleye, didn't do it in R* launcher settings, or via -nobattleye in steam launch options.
Of course, depending what you are trying to run, 3rd party requirements, scripthookvdotnet, and on and... outdated, broken, who knows.
I'll doublecheck mine quick but I'm pretty sure I tested 2-3 days ago and it was fine.

Obviously you can verify game files, or reinstall. However, neither of those will completely remove storymode mod files unless you manually deleted the entire folder. At that point - just clean it and save yourself the 110gb+ redownload.
