I have a Titan X that is designed to work at 83c. So yeah. OEMs like MSI who stick awesome coolers on their cards will get lower temps though naturally.
80c is safe for a gpu.:pcrace: my 2 gtx680 run at 80c all the time. hell my 2 gtx480 ran at like 90c all the time.

You could also lower the graphic settings that could lower the tempature.

yeah someone told me that it's because my pc is a small case and doesn't have good ventilation but that 80°c was still safe. and in msi afterburner the max temp can be set to 95°c but i kept it at 80°

some extra fans inside case planned spots near gfx can lower temps few degrees also fan hole at chassis side panel and fan directly pushing air to gfx intake lowers temps few degrees.
Designing airflow like pulling air from bottom and pushing it out from top can reduce temps few degrees etc...
Lowering ambient temp aka room temp affects straight whole system temp this is thing what most people dont think at summer room ambients are about 5 degrees higher or more that translates straight to ambient higher like 5degrees all system temps are 5c higher.
