Ok I solved my issue by replacing the GTA folder from program files 86x to just program files (that is if you have a 64 bit system). This seems to be the default install.
IF that doesn't work, copy paste your Grand theft auto V files to desktop. Now your Rockstar folder should be empty. You can delete the Rockstar folder because social club will be installed automatically any way.
Download GTAVSetupTool, see where the default install path is, let it install and do it things. Then it will reinstall social club and will initiate the 60 gb download. Now stop the download. Go to new C:\Program Files\Rockstar Games\Grand Theft Auto V folder. You can see some .exe files etc.
Now only delete the content in the newly created Grand Theft Auto V folder and copy paste the (60gb) files in the Grand Theft Auto V folder that you moved to your desktop in the newly generated Grand Theft Auto V folder. (only the files inside the GTA V folder, not GTA V folder itself)
I think the problem is with the patch not recognizing the install location...

Any other ideas anyone? I can't be the only one with a dedicated C drive to windows and stream on a second HD.

I have your same problem but I can't verify the cache...the game button is (install) it doesn't say that it is installed... so I can't verify the cache... can u tell me what did u do plz??
After I ran the downloaded installer as admin, GTAVLauncher.exe successfully picked up the social club installation.
NOTE: The GTA V social club installer didn't work for me. I suspect it needs steam games to be installed on the main drive, which mine aren't. (Just a hunch).
