PS4 and Xbox One equivalent PC system. Next-gen consoles have a PC hardware based on same PC x86 platform and graphical solutions. We can expect reasonable system requirements (by modern standards) and "straight" port.
Anyway, people who want play GTA V on maxed settings must have a high end gaming rig.

So, according to you we should at least have a crappy 5800K APU, 8GB of DDR3 Memory at 1333MHZ, and a card that compares to a Nvidia GTX660 or an AMD 7850? Seems pretty reasonable if you want to play this game at 1080P with a decent framerate.

I think that GTA V will be optimized very good, just like Max Payne 3. The game should be very scalable and run decently in pc with some year on the shoulder.

5800k is not the same as what's in the consoles. 5800k is a Bulldozer-based part, and the consoles use Jaguar based parts, which do a little bit more work per clock cycle, but can't be clocked as high. An 8350 at 2ghz is about where the PS4's CPU would perform. Pair that with a 7870, except clocked at 700mhz, then run a game that uses Mantle, and that's about how a PS4 would perform.
