Sharks not spawning

I'm attempting to do "Out of Your Depth" achievement, but sharks will never spawn even in deep water. What do I do?!

You must be in singleplayer for any animal to spawn.

It's random, just swim in the deep dark blue areas in the water, and eventually a shark will appear around. sooner or later!

take a boat and drive out to sea untill it sinks takes like 5 mins

yea. happend with me. but then I was board and took my boat far from coast and eventally it shuts. I had nothing to do and jumed out from boat, then 2 sharks appeard.

it seems that you have to be on water far enough from the map :3

Take a chopper and fly out to the West and South West of the Airport. You have to go a ways from shore and a red dot will appear, that is a shark. Just jump out reasonably close.
