Anything that gives an unfair advantage or causes grieving can be a bannable offence, as outlined by Rockstar's official statement on modding. They do allow it, but only to a certain extent.
Trying right now myself to get my mods to work in general without crashing the game in Story Mode and I'm not having luck.
Mods are not allowed in GTA Online. If your mods are not removed before going online, their system will detect them and automatically ban you.
Make a mod folder and a back up folder.
Then, reinstall them once you want to go back to singleplayer.

Rockstar has the exact same poilicy on modding GTA V as they did with GTA IV. They take complaints against modders seriously, as they don't want the online aspect of the game to lose fun for some people.
You can OpenIV mod your game for graphical enhancements, SweetFX and ReShade, etc, and play online, and not be banned.
I've been running several mods for ages now in GTA Online, not banned. Why? Because I'm not disrupting the fun for other players, or giving myself unfair advantages.
Beg to differ... In a later article, (http://www.rockstargames.com/newswire/article/52451/update-targeting-cheaters-in-gta-online) they made their policy on modding perfectly clear. Specifically here is the quote...
"As a reminder, any attempt to tamper with the behavior of GTA Online by installing or executing mods, scripts, or other exploits, modifying the game files or manipulating the game in any way while it is executing will result in disciplinary action including but not limited to time in the cheater pool, bans and potential suspension of your account."
Copy your current GTA folder and paste it onto your desktop - this will take roughly 120-200 GB of spaces between the two folders (Two at seperate folders, roughly 60GB each).
Rename the new folder "GTA 5 Modded" or something similar. Only place your mods inside of the modded folder and make sure that you never join GTA:Online while running with that specific folder.
I can't promise you anything, but this should help keep the folders seperate as to what has mods and what doesn't - So that you don't accidently launch Online and forget a file or two that you forgot to delete out of your main (non modded) folder.
^^^^^^^^Can confirm this is the ONLY GUARANTEED SAFE WAY to play GTA V with mods and still go online. because you'll just load the clean version to go online.. and use the modded version for Single Player
