No Police Mod?

Hi. So I was wondering, is there any mod for PC you guys can show me that makes it so you can't get a wanted level at all, and in effect, cops will never chase you? I searched around birefly and couldn't find what I was looking for.
No, I do not want the "lawyerup" cheat that just lowers your wanted level by one star, I want something that prevends a wanted level altogether.
I'm also aware there are certain missions you can do (Fair Game comes to mind) that allow you to run around without police for a while, but most of those really limit what you can do with them (if anyone knows of a mission that gives you no limitations, feel free to tell me that, too).

Yes, I get cops are a major part of the game, do not try to tell me that. I'm not trying to beat a heist, I just want something that will let me fool around in single player without constantly having to type "lawyerup" into the console or outrun a bunch of police cars if I want to run over one car with a tank.

download that trainer, press F4 to open the trainer inside the game, and then inside the trainer go to player and turn on freeze wanted level
