Is it even possible for Rockstar to stop modders? (If they cared)

I AM VERY WELL AWARE THAT ROCKSTAR DOESNT CARE ENOUGH TO DO ANYTHING ABOUT THE MODDERS.

I'm simply curious about a hypothetical: If they were to care... would it be possible for them to do something. If so... what would that be? I know GTA online is P2P but I'm not sure if changing that would be the answer (or even possible) or something else. Perhaps an anti-cheat?

It's an outsourced project. R* doesn't even had a chance to work on the game. All they do now is making GTA6 which will be the same as GTA5, because Take-Two wants to continue stream of MTX money. GTA Online is how R* became hostages of their own creation.

And please, don't give me the "Take-Two is at fault, not R*" excuse. Oh yeah, even most voice actors had quit working for R* due to the low pay they're receiving (like Michael Hollick who voiced Niko Bellic, or Young Maylay who voiced CJ).

If you're using sources, doesn't mean you're making any sense out of them. Nowadays Youtubers talk very much, but say very little useful.

Single-player DLC for GTA V has been developed by Leslie Benzies(who also had better plans for online content), and he's got pushed out of the studio. DLC material was later bastardized for Online content.
Actors love to protest for more money, and again, it's Take-Two who's the owner and decide the pay. And as we know Take-Two, they preffer to pay their lawyers.

Which proof? You reject hard facts. R* make great games. Take-Two is the ungrateful and abusive owner who knows only GREED and make things worse for everyone.

Or you really think that one can be abusive stupid ♥♥♥♥♥♥♥, and make games of R* quality? R* are best devs you can think of. Any publisher would pay billions to get such talented team.

Take-Two on the other hand are highly incompetent. Remember Bioshock developers? Who could it happen for big successful studio who just made their biggest most succesful game to close the doors right after release? I've said that Take-Two are as bad as Konami for a solid reasons. They have long story of ass-♥♥♥♥♥♥♥. GTA V success is solely on R*, it was a miracle for Take-Two, miracle that made them insanely rich. Yet Take-Two does everything to ruin this miracle.

Yes, those confirmed leaks have killed all the mood for GTA6 for me.
But Bully 2 being cancelled is even worse than that.
